Dr Ian Boothroyd reappointed as one of five Freshwater Commissioners

22 October 2026

Boffa Miskell partner, ecologist Dr Ian Boothroyd, has been reappointed as a Freshwater Commissioner by the Minister for the Environment. His one-year appointment will support freshwater planning processes already underway.

Ian’s appointment comes as New Zealand transitions from the Resource Management Act 1991 to the new Planning Act 2026 and Natural Environment Act 2026. Existing RMA plans and processes will continue during the transition, allowing freshwater planning work already in progress to be completed. Under the new system, freshwater will principally be addressed through natural environment plans prepared under the Natural Environment Act 2026. These plans will cover the use, protection and enhancement of natural resources, including water, soil and ecosystems. They will be considered through independent hearings-panel processes within the new, broader planning framework.

Ian Boothroyd brings more than three decades of experience in freshwater ecology, environmental assessment and resource management. He has prepared integrated catchment management plans, undertaken ecological surveys and advised central and local government, businesses and community organisations.

As a certified Independent Hearings Commissioner and experienced expert witness, Ian has regularly appeared at complex resource consent hearings and before the Environment Court. His combination of scientific knowledge, practical experience, and understanding of statutory processes equips him to contribute to robust, evidence-based freshwater decision-making during this period of legislative change.
