Providing expertise for a smooth consenting process

Bayview Nelson is a multi-staged residential development community in Bayview, Atawhai, which gained consent as a Special Housing Area in 2019. As the subdivision developed, the developer has needed to adapt the original design to both market demand and changes to utility reserves and Council Requirements.

The Nelson rain event in August of 2022 also led to amendments in design related to wider catchment stormwater management. This resulted in amendments to the development boundaries and opportunities for additional lots to be included into the development area, which is located within walking and cycling distance to the Nelson CBD. This iterative process has led to a requirement to update landscape layers and reconsider areas that have already been designed to adapt to new boundaries.

The design team helped the developer by creating a plan that was continually updated to show and reference the different consents that have been gained so enable correct conditions of consent and plans can be readily found. 

The expert advice provided allowed for the initial Special Housing Area (SHA) to be gazetted, and then further resource consent applications to be submitted and granted. The timing was key for this project, which was considered a special housing area in 2018, with all work needing to be completed to meet a tight timeline. 

The masterplanning process involved visual simulations that showed what the development would look like on the landform, with the landscape team working with the surveyors, creating long sections of sensitive areas to establish the level of effect of the built form. The masterplan needed to integrate into an existing established residential neighbourhood, connecting to reserves and roads. 

Stormwater was also a challenge given the rolling, steep landform, with plants introduced into steeper slopes as an additional soil retention method on top of geotechnical solutions. The outflow from the subdivision connected to the Nelson Haven, an adjoining estuary, which was also a sensitive aspect of the development. Working with the Nelson City Council, Iwi and the developer ensured that the outlet was not overly visible and did not create scouring or erosion of the estuary.
