Developing and implementing a strategic revitalisation plan for Ohakune.

A small town at the southern end of Tongariro National Park, close to the southwestern slopes of Mount Ruapehu, Ohakune is a popular base in winter for skiers and in summer for trampers hiking the Tongariro Alpine Crossing.

In early 2020, Boffa Miskell helped develop and began working with the Future Ohakune Reference Group. Comprised of representatives from the community and local businesses, Ngāti Rangi, farmers and market gardeners, this group aimed to develop an overall plan for the town, focusing on community-driven opportunities and priorities that included, but were not limited to a town-centre focus.

Initial work involved establishing a process for organizing and prioritizing over 250 identified opportunities. A thorough engagement process was required to manage the expectations and views of the community, which was not very wealthy or supportive of spending money on things other than basic services.

Boffa Miskell consultants had to adjust their approach due to COVID-19, moving to online engagement to keep momentum during lockdowns, ensuring community engagement could continue effectively.

The Future Ohakune project evolved over time and resulted in a number of sub-projects being identified, each significant in its own right, covering areas like spatial planning, town centre revitalization, and a wayfinding strategy. These projects were broadly divided into categories:

  • Quick-wins: This group included replacing worn street furniture, cleaning footpaths and similar small, easy-to-implement improvements that could be financed through existing budgets.

  • Town Centre Revitalisation and priority projects: These larger projects include upgrading Christie Park with a range of new recreation and play facilities and creating space for community events. The Junction,

  • Spatial Plan and Transport Plan: Creating a Spatial Plan for Ohakune's future growth, supported by a Transport Plan

  • Wayfinding and Signage: Intended to improve the experience of seasonal visitors and residents.

Despite challenges, the project led to the community being more empowered, with increased funding for the town and a stronger, more unified vision for its future.
